How to Buy Off-Plan Property in Dubai: A Step-by-Step Guide

Buying off-plan lets you secure a new home in Dubai before it is built, often with a staged payment plan. Dubai’s regulations give off-plan buyers strong protection, as long as you know the steps.

Here is how the process typically works, from choosing a project to receiving your title deed.

1. Choose the Right Project and Developer

Start with location, unit type and handover date. Then look at the developer: how long they have been active, what they have delivered and how they handle design and construction. Every off-plan project sold in Dubai must be registered with the Dubai Land Department (DLD) and the Real Estate Regulatory Agency (RERA), so ask for the project registration details and check them before you commit.

2. Understand Escrow Protection

Under Dubai Law No. 8 of 2007, payments for off-plan units go into a dedicated escrow account for that project, not to the developer directly. Funds are released to the developer in stages as construction progresses. Always make payments to the project escrow account named in your contract.

3. Reserve Your Unit and Sign the SPA

Once you choose a unit, you usually pay a booking amount to reserve it. The developer then issues the Sale and Purchase Agreement (SPA), which sets out the unit, price, payment plan, expected completion date and specifications. Read it carefully and take independent legal advice if needed.

4. Oqood Registration and DLD Fee

The developer registers your purchase on Oqood, DLD’s interim register for off-plan sales. Oqood records you as the buyer while the building is under construction. At this stage the DLD registration fee of 4% of the property value is paid, along with smaller administrative charges.

5. Follow the Payment Plan

Off-plan payment plans spread the cost over time, for example a down payment at booking, instalments during construction and a final payment on handover. Keep every receipt and track construction updates from the developer.

6. Handover and Title Deed

When construction is complete, you will be invited to inspect your home and report any snags before handover. After the final payment, the Oqood registration is converted into a title deed in your name, and you receive your keys.

Quick Checklist

  • Project registration: Confirm the project is registered with DLD and RERA.
  • Escrow: Pay only into the project escrow account.
  • Contract: Review the SPA, payment plan and handover date.
  • Registration: Make sure your purchase is registered on Oqood.
  • Budget: Include the 4% DLD fee and admin charges in your costs.
